To what extent does the Victorian Civil and Administrative Tribunal (VCAT) review a decision of a local government body to grant a new permit?
- VCAT reviews the matter ‘afresh.’ It considers the whole application on its merits. VCAT has the same powers as the council did in making a decision about granting the new permit.
