- Royal commissions should be used as a last resort when no other investigatory process will be effective. They are generally used for complex and serious issues.
- This is because royal commissions are very expensive and they need to maintain their important status as being the highest form of inquiry.
- They should only be called when there is an issue of significant public importance.
