When is it appropriate to set up a royal commission?

It seems that royal commissions are mainly used for serious issues that affect a lot of people. Are there special circumstances when a royal commission should be used?

  • Royal commissions should be used as a last resort when no other investigatory process will be effective. They are generally used for complex and serious issues.
  • This is because royal commissions are very expensive and they need to maintain their important status as being the highest form of inquiry.
  • They should only be called when there is an issue of significant public importance.
